Shutdown and Reboot options don't appear in KDE 4.2 menu.
I launch KDE from startx, with
exec ck-launch-session startkde
.
I tried following instructions here: http://wiki.archlinux.org/index.php/HAL
I am still unsuccessful after a sudo reboot.
Any workaround ?

Are you sure you can do that? As far as i know that only works in runlvl5 with a loginmanager, but i could be wrong and maybe theres a way to hack it.
Edit: The work-around i guess would be to uncomment kdm in /etc/inittab and switch to runlvl 5 to start kde instead of startx... or uncoment runlvl5 in intittab too to boot straight to kdm.

I heard that using KDM will run X as root which is a security issue...

I dont know, pretty much all other distros do this out of the box so as far as i am concerned its a non-issue.

How about using a login manager?:) I remember when I was starting my desktop with startx upon starting kde 4 it does not show the shutdown, logout, and reboot as well...

enabling the kdm daemon should give you your shutdown options.kdm wont start X as root unless you tell it to.I dont use it myself anymore but if I remember correctly kdm doesnt let you start X as root until you change the allowrootlogin setting to true.

Well then, if no user is logged on, in WHO's name does KDM start when enabled in rc.conf ??? Doesn't KDM itself require X to run ?

Even with startx it seems that it still runs as root (root, user), the user is there because it was started from a user shell, but it runs as root regardless. Its the same with every distro out there that has a login manager. If you are aware of any security issuse open a bug upstream. Also i recommend using inittab instead of rc.conf as i explained earlier, heres the wiki page...
