GRUB is not installing (apparently)

My partition setup is:

sda
sda1 - Vista recovery partition
sda2 - Vista partition
sda 5 - swap
sda 6 - /

I have placed GRUB on sda, then after that failed to work I tried sda2.  I am not sure GRUB is actually installing but I am doing this with the installation CD after following all steps.  When I reboot I go right to Vista, no GRUB.  I reload the installation CD and get to the root login.  From there I try:

grub
grub> find /boot/grub/stage1 (I get error 15)
grub> find /grub/stage1 (I get error 15)

Need help, been stuck there a few hours now, no help was found in "Newbie Corner".

# grub
> root (hd0,5)
> setup (hd0)

this is assuming that grub is properly installed by the arch installer on sda6 (/)
