Is there something like Fluxbox's Overlay file for Awesome? I'd like to be able to set a wallpaper that is independent of the theme awesome is using. Is that even possible?

If I understand your question correctly, that you want to set the wallpaper when you start awesome, you could do that in your rc.lua or in your .xinitrc

You can use feh --bg-scale <img> and then just add feh & to .xinitrc can you not?
That will always load the same image, regardless of any theme you use... unless the theme overwrites the current wallpaper....

Set a wallpaper with feh (use the full path from your home directory) and add "sh .fehbg &" to .xinitrc
