How is this done? I'm running xfce4; is it the WM/DE that enables this? Is there an option somewhere to configure it?
I looked in the wiki and couldn't find anything.

on firefox? go to edit>preferences advanced tab and uncheck smooth scrolling.

Ctrl+F12 (or Alt+p) in Opera > Advanced > Browsing > (Uncheck) Smooth scrolling.

It's not something application specific. It's weird: sometimes the scrolling is perfectly normal throughout a session (system-wide, I stress); then, on another boot the middle wheel will be really sensitive making scrolling with that method almost impossible. Again, I stress, this is system wide and this sensitivity is in ALL applications (that I can use the wheel on)
Could it be the mouse? I am using a Microsoft Wireless IntelliMouse Explorer 2.0. It does have an included disc for drivers, but I think these are only necessary to use the side buttons (to go back/forward while browsing).
Any ideas what could be causing this?

You don't think a Microsoft mouse is gonna come with Linux drivers do you?
It's probably your graphics driver causing the lag you experience - I presume you particularly notice it with things in a terminal scrolling by? Other than that (and browsers) I can't imagine much programs that offer you scrolling on a daily basis...

Well I never installed the "necessary" drivers on my other machines and scrolling seems to work fine on those. It could be the graphics driver, but I think you misunderstand me. It isn't that things are lagging when I'm scrolling, it is that the scrolling is really sensitive.
Again, this changes often, sometimes it is fine other times it isn't.
