improper characters on mounted CD - set iocharset for mount by HAL

Hi all,
I have problem with mounting CD burned under Win - local czech characters are displayed
improperly.
I have tried mount CD by hand together with option iocharset=8859-2 - it works perfectly,
characters are OK.
But when I leave it on HAL then problem appears.
I  wanted to reconfigure HAL by following in /ect/hal/fdi/policy:

<deviceinfo version="0.2">
        <device>
                <match key="volume.fstype" string="iso9660">
                        <merge key="volume.policy.mount_option.iocharset" type="string">iso8859-2</merge>

As lshal tells, option is added to device.
But not for mount. Mount totally ignores it.
Do somebody anticipate where could be problem?
I use kdemod3.
