I've even tried ftp.archlinux.org which hasn't helped but it seems I should see it. If http as the mirror page tells you to check is correct http://www.archlinux.org/packages/extra … /xmlrpc-c/ how do I fix this?

Well I had to resort to manually compiling still intrigued why I couldn't get the binary.
