having trouble with config files

I am new to text files, what is going on. No matter what network I am on Arch assigns itself 192.168.0.2          My net at home is a 1.1 at school they have 172.16.16.xxx.

This is preventing me from

pacman -Syu
pacman -S xorg
pacman -S gnome

ecetera

I have unlimeted Verizon2Verizon

Please help me out maybe we can open an email or phone dialog since that seems to be faster

pacman -Su

your database is up to date or something like that

pacman -Syu

error: failed retrieving file 'community.db.targz' from mirror.XXXXXXXX.edu     <ecetera>
:transient resolver failure

pacman -S xorg
xorg package not found, searching for group...
error: 'xorg': not found in sync db

but I cannot even sync my db

just a few details thought I would throw in.

Looks like the answer is somewhere there in network configureation somewhere, thank you for the heads up on that
