First thought: xorg-fonts-cyrillic installed ? It also would be nice to enable that cyrillic locale...

Which font set do you have installed? I'd propose terminus-cyrillic from AUR:
A superb, monospace bitmap font (for X11 and console) with dv1, ge1, and ij1 patches applied for more proper Cyrillic characters."
This should work both in X and CLI. (Although I did not check the latter. )

I have same problem, I could not set cyrillic in tty...My locale:
LANG=sr_RS
LC_CTYPE="sr_RS"
LC_NUMERIC="sr_RS"

And nano for example, have everything on cyrillic (serbian) in KDE, but when I start nano in tty, menu have some strange characters, not cyrillic letters...I tried to change consolefont and consolemap, but without success...
I do not speak English, but I understand...
