Missing qt-mt when trying to build xconfig

I'm getting the "missing qt-mt" error when I try and build xconfig yet if I try and build it as root I just get an error that it cant connect to my xsession, so I'm assuming its a problem with my sudo permissions but I have no idea whats wrong.

Heres the contents of my sudoers file:

root    ALL=(ALL) ALL
bubba   ALL=(ALL) ALL

#Defaults Specifications
Defaults:bubba   timestamp_timeout=-1

qt3-enhanced is but regular qt3 isnt.
