I installed CUPS and hplip. Hplip doesn't open for some reason and when I go to http://localhost:631/ it won't open the site to configure my printer. I have installed cups.
What else is needed?

I still can't get to localhost:631
What else to I need to do? Printer setup should be more straightforward than this. No other distro has been this convoluted to set up. I know you don't want to hear this but maybe on the next version Arch can improve on this printer setup.

If you can't get to http://localhost:631 you didn't start CUPS, neither manually nor by using the DAEMONS array in rc.conf.
As for hp-toolbox: Which HP printer do you have and how is it connected? You have added your user to the 'lp' group, right?
P.S.: That's pretty "straightforward" to me -- the basics, no fancy frontends, it just works(tm).

I added @cups to rc.conf file, where is the groups file?

gpasswd -a <username> <group>
lp is the group for printer.
After that, restart cups in a term with : /etc/rc.d/cups restart. And check the result.

The two printers I have set up on different boxes were very hassle free. A very pleasant surprise.
