Where is my entropy going?

My entropy available (as reported by /proc/sys/kernel/random/entropy_avail) is constantly fluctuating down around 100 bytes.  The kernel appears to be collecting new entropy all the time, because the numbers go up for a few seconds before going down again.  But something is steadily draining the pool. 

This is causing problems when certain daemons that legitimately need entropy to generate keys end up blocking.

The problem persists even when booting directly into single user mode, so this looks like a kernelspace or hardware problem.  This is a desktop machine, which should have no shortage of entropy (and it didn't have this problem in the past).
