hi,
I downloaded and burned the core 02.2009 ISO from the site. I then tried to boot into it, but when Grub shows up I choose "boot live CD" then I see it starts to boot but then it starts saying "Buffer I/O error, logical block" and it just repeats and and won't give me a command line. How do I resolve this? My computer is partitioned like this:
sda1: Dell utils
sda2: windows XP
sda3: ext3
sda4: swap

Have you checked the md5sum of the downloaded *.iso file and the burned CD. Maybe a download and/or a burning error.
The IO error must come from the CD/DVD-Reader access, only this drive is used during the boot process.

On some systems grub can't boot from cd. You might try iso with isolinux bootloader.

I've experienced such a failure when i wanted to boot without any hard disk, just from CD in the very early days )
You can install archlinux from hard disk, you need for a cd-sized extended partition e.g. and cdburn.
But in these i think install from usb the best general solution:
