Is there a way to install Picasa on Arch? I'm not considering using wine.

both picasa and picasa-beta can be found in AUR

I tried to search for Picasa with pacman and Shaman but I found nothing.

The AUR is not included in pacman/shaman. You will either need to download + extract the package tarball from the AUR website, then make + install using "makepkg -cis", or install yaourt from the AUR and then install using "yaourt -S picasa".

Picasa can be found in the archlinuxfr repository.
[matthew@bumblebee ~]$ pacman -Ss picasa
archlinuxfr/picasa 2.7.3736.15-1

Edit your /etc/pacman.conf file and include either:
[archlinuxfr]
Server = http://repo.archlinux.fr/i686
for your i686 setup or:
[archlinuxfr]

Then pacman -Sy followed by pacman -S picasa
