If anything, Arch is loosly based on a modified form of LFS with BSDish initscripts...

I know wikipedia isn't the most trusted source in the world, but the wikipedia page for Arch says it was "Inspired by CRUX, another minimalist distribution, Judd Vinet started Arch Linux in March 2002."
