Hello,
I installed arch linux 1st time at etx3 partition. I installed all packages. After that I realized I don't need all those packages so I went to install arch once again. I booted it from cd and select only base there and I installed it at the same partition as before. I would like to know, did arch deleted etx3 partiton before I installed arch again? Do I have only base packages now or I have all packages I installed when I insalled arch 1st time? I just installed it on existed etx3 partiton where was arch with all packages installed.
Also, is in base packages includes any window manager? Startx doesn't work. if not how to configure internet to I can install kde with pacman -S kde?
Thanks

All the answers to your questions are covered somewhere in here:

Arch is a minimalist install. Only things absolutely necessary for a GNU/Linux OS (Such as GCC, vi, etc) are included by default. Everything else must be installed and configured by you, the user.

Your old partition is wiped before installing, so there is nothing left of the old install.
The second question(s) is covered in the beginners guide.
