Rosegarden SVN now uses QT4, which I would like to try after having endless troubles with QT3.
Apparently, it also required the Qt4 development headers.

I think the configure script is broken. It ignores --with-qt4=/opt/qt or setting QTDIR=/opt/qt.

This should be --with-qtdir=/usr
I tried this. Managed to compile it after a few hacks. Alas, I cannot test/use it as I don't have alsa and it seems to ignore the --nosequencer option.
