how to change the initial settings of KDE

I mean those settings when KDE first starts, i.e. during the "welcome to KDE" steps.
I found my old computer has a slower CPU than I thought so I wished to reduce the desktop effects for a bit faster speed. I knew this can be changed when KDE first starts but I don't wanna to reinstall the whole KDE. Does anybody know how I can run the initial configuration steps of KDE or plz let me know how to change those basic settings. Thanks!
BTW I'm using KDE 3.5
