I've tried the most updated mirrors, and still nothing. Seems like the required dependency simply hasn't been included yet.

That must be it then, the pysmbc package (which is required by system-config-printer-common) is only available for i686.

You are correct. There is only an i686 version of the pysmbc package right now.
