im looking at the 'extra' repo and have noticed that the snort package is out-of-date and orphaned. i've read some different wiki pages, but just wanted to see what the best process was for trying to get that project back up to date.
how does one try to pick up and orphaned package that's in extra?

You can't. Only developers can manage packages in [core] and [extra] (and only TUs can manage packages in [community]).
Flag the package out-of-date on the bug tracker and someone will take care of it. I believe that most "orphans" in [core] and [extra] are handled by multiple devs (whichever one has time?), not entirely neglected.

Please do not report out of date packages on the bug tracker...
The way to handle this is to send a request, preferably with an up to date PKGBUILD to the arch-general mailing list.
