USB Appears to be not working

I've posted a thread re my inability to get my printer to work.  Since the device is USB and my scanner is also USB I downloaded xsane and tried to scan.  No love.  Scanner not found.  I have 4 usb ports.  I switched the cables to the second set but no change.

Is there a possiblity that something usb is not "turned on?"  Most of the search threads are about detecting and using sticks so no luck there.

When I run a print test page on the printer, the logs think the test went hunky dory but unfortunately, nothing is printed.

Both devices are fully functional and were working as expected under Ubuntu 9.04 prior to the Arch installation.
