Judging from this:

There should be 3.9.8-2 in testing.
PS.: Is there no procedure in Arch packaging system to temporarily become a maintainer until the original one becomes active once again?
How is it decided whether the maintainer is simply inactive for some time and will come back, or the package becomes an orphan? (If you know what I mean)
PPS.: Oh, I simply may have testing disabled. Actually, know that I think of it, I'm quite certain I never really enabled it. Was the new hplip package updated to [testing] only to serve as a replacement until Tobias Powalowski comes back, or was this somebody else who orphaned it?

All packages in [testing] are orphans. I was told why once, but I forgot.

It is in [testing] for cups+foomatic updates. There are still many issues.... (usb printers not working being the main one). It will be moved when ready. Packages do not get left in [testing] for no reason...
Note the maintainer for [testing] packages is always "Orphan" because we do not care about adopting.
