I have some music by Björk, múm & Zoë Keating. All but the last of these are scandinavian bands/artists. For some reason I can't get the encoding working. I've tried using amarok and banshee, but they simply don't even see these files. I used easytag to try and fix the tag encoding - but no Joy.
I have added the is_IS.UTF-8 and is_IS.ISO-8859-1 locales, but this hasn't made any difference. Any ideas?

What type of files are these (and what type of tag do they contain)? Does the filename contain any non-ascii characters, if so, what encoding do they use. Just installing a locale won't change the filename encoding.

Stange problem you're having. Install quodlibet since it comes whit a great tag-editor. Then run exfalso.
Go to the files and check that the tags are okay, and then rename the files, and see if this makes any difference.

They are MP3 files with IDv2 tags. The filenames contain ö, ú and ë. How can I identify what encoding they are? I tried using enca - but it just returns 'unrecognized encoding'

exfalso makes it look like the tags are fine - many of the files and directories have [invalid encoding] added after them - although I don't know how to determine/change the encoding...

Enca seems to only work on the contents of text files, so I don't think that will work on mp3 files (or their filename)
.
I assume exfalso will use the current locale encoding to determine whether a filename has valid characters in it or not. You may have to switch locales to make exfalso see them as correct encoding. Though, not sure what you would gain from doing so.
If the tags are okay, you can just use the file rename feature in exfalso (or Goggles Music Manager ) to rename all the files according to some pattern, assuming exfalso takes the info from the tags ofcourse. (Both apps should be able to turn Björk into Bjork)

Is there not a way of having Björk as Björk and still working?

In the filename you mean? I don't see why not. And as long as your filename encoding matches the current locale encoding it should work fine.

I think if you try to rename the files with exfalso, even tough they seem correct, it will force them to be written in the correct encoding.
If that does'nt work, try another musicplayer and see if the problem is still there. (listen, rhythmbox, muine, moc etc..)

Are you running UTF-8 yourself?

I think so - my locale is en_GB.UTF-8
