Clicking 'Show new posts since last visit' or ''Mark all topics as read' will many times give me 'You do not have permission to access this page'
Does anyone else experience this problem?
Should I file a bug, or is it a known issue?

With which browser does this happen ?

I've noticed this too, on three different browsers and two different computers. It'll say "You are not logged in" and give me a permission error quite often, but when I refresh it works. It must be a bug, but I'm not sure if it's known or not.

I've noticed this once today. So far, it's only happened that once.

Yeah never mind, I haven't been able to reproduce it with anything except chromium.

Can confirm this with the latest Chrome Dev build. (Sorry for creating a new thread about the same bug. Didn't do my job.)

Yet another confirmed report of this issue...
What browser were you using Ghost? I'm starting to think this might be a bug in the forum software. Probably due to that bbs update.

Using chromium-browser latest and got it too. During reinstall I had backed up home and noticed ~/.config permissions were set up as root:root. Not sure how that happened. After reinstall, started chrome and permissions appear to be ok, for now.
