2 USB related questions

Hey,

I wanna make my father's arch computer a bit more comfortable (he is used to using W****** all his life).

1. How can I make sure that the USB diskonkey he is using will always be mapped to the same device?
For ex., always /dev/sdb..

2. How can I launch a command when the USB is connected?
I want it to run a Virtual machine automatically when the USB diskonkey is connected.
