In my home directory i have a directory called ".local" . Is it necessary or can I delete it.

Hi.
Everything inside you home directory is yours to decide.
I mean, look in the directory, see if there is anything you need there. If there isn't, you can safely delete it and any program which need this directory will recreate it.
Usually .folders in the home directory contains just config files for your user and maybe a recycle bin for transmission for example.

.local/share is commonly used by several applications for local managment tasks. Just to name a few, in my system there are these subdirectories:
bp:~$ ls .local/share/
Trash applications data gvfs-metadata openbox totem uzbl.old
akonadi bashrun desktop-directories mime parcellite uzbl vinagre
Several are empty however, from earlier test installations. These may be removed anytime. But otherwise better doublecheck before removing anything from this directory.

Lots of apps depends on .local being there. You can name it something else tho, take a look at XDG_*
