When I startx the keyboard repeat delay increases which is very annoying. How do I change the keyboard repeat delay to be just as fast as the tty in xorg?

I don't know if this is the thing you're after, but you can add
xset r rate [delay] [rate] f.e. 'xset r rate 200 25'
to your .xinitrc.

As karol said, xset works great. From experience, XFCE likes to override your keyboard settings. If you use XFCE, setup xset with a delay to undo whatever XFCE has done.
