I now that with pacman we have the command "pacman -Sc" to remove uninstalled packages from the cache, but would it be ok to just manually delete packages without using pacman? I would like to clean up my packages a little bit but I don't want to use "pacman -Sc" for fear of removing something that I may need to downgrade too. For now I only want to remove stuff that I know I'll never need again.

As long as the packages that you're removing aren't currently installed, then there is no problem. If they are currently installed, you'll confuse pacman on what's on your system.

You can remove anything you want from /var/cache/pacman/pkg/.
