/etc or /usr/etc? How to choose?

I'm building a jabber server package and wondering if I should put the configs in /etc/jabberd/ or /usr/etc/jabberd/. Whats the best policy? According to the docs on Arch's website they should go in /usr/etc/jabberd/, but why then is apache's configs in /etc/httpd/ and not /usr/etc/httpd/ :?: Apache doesn't seem "System-essential".

You should use /etc/jabberd to be FHS-compliant.  We'll eventually be moving most of /usr/etc there also.
