You code it. Really, if you go to Chakra site and forums you'll see that they dveloped mostly everything from scratch. Using archiso or larch...
I think that getting KDE (or any DE) in LiveCD is just setting archiso to include that package and probably setting rc.conf / inittab...
But I didn't try it, so I wouldn't know. That's just my common sense.
