Trouble compiling in 32bit chroot

Currently trying to build firefox-pgo-beta in my 32bit chroot. However, it is not finding my installed libraries. First it couldn't find wireless_tools. I tried disabling necko wireless in mozconfig which of course fixed that error but next it couldn't find fcfreetype.h. I have fontconfig installed, which I believe owns fcfreetype.h.
fcfreetype.h can be found in /usr/include/fontconfig/

Additionally, I have the base and base-devel groups installed in the chroot.

Any help is appreciated!

This may sound like a silly question, but did you check wireless tools when you installed arch? It is not checked by default, even if you check base-devel

Yeah it is definitely installed. This isn't a new installation; only the chroot is new. I have wireless_tools installed in both 64bit root and 32bit chroot.
