I've had the exact problem. Downgraded to core/dhcpcd 5.1.4-1 for now.

Confirm problem... unable to get IP address. And downgrade solution.

better report that on the bugtracker. you are using testing so is a must to report it
http://bugs.archlinux.org/task/17838
or write here. the only modification is the patch added in that bug.

Give what you have. To someone, it may be better than you dare to think.

It's always good to keep a copy of dhclient installed also just in case this sort of thing happens.

Hi,
I had exactly the same problem on my parents wifi.
dhcpd: wlan0: Offered 192.168.2.2 from 192.168.2.1
dhcpd: wlan0: reject NAK
So i just tried:
dhcpd wlan0 -r 192.168.2.2
dhcpd: wlan0: rebinding lease of 192.168.2.2
dhcpd: wlan0: acknowledged 192.168.2.2 from 192.168.2.1
dhcpd: wlan0: checking for 192.168.2.2
dhcpd: wlan0: leased 192.168.2.2 for 864000 seconds
dhcpd: wlan0: forking to background
I downgraded, too, but maybe this helps pinpointing the bug.

dhcpcd 5.1.5git20100127-1 solved this issue.
Excuse my poor English.
