"sticky" mouse clicks

The cursor is behaving strangely on my laptop --

If I double click on a scroll bar arrow or an 'increment' arrow in a program, the mouse click will "stick" even if I've released the button. 

For example, in GIMP, if I'm resizing a photo from 610 pixels to 600, inevitably by the time I click the scale down arrow a couple of times, it will act as if I've clicked and held the mouse button, even if I've released the button.

Does anybody know what's going on here and how I can make it stop.  It's making using GIMP extremely unpleasant.

i have the same problem, also when i click something i have to move my mouse before it registers the click
