So I was thinking about using some kind of prioritizing as the default ( Latvia ) server is missing some files. Is it possible to set the default server and if something is missing, try to get it from another, without interrupting the whole download/install process ?

Edit /etc/pacman.d/mirrorlist or make an own mirrorlist file
pacman starts at the top. If download breaks, pacman takes the next (uncommented) server in the list and so on...

Pick an updated mirror and stick to it. Everything's there. Obviously what you said is thedefault way pacman handles it. That's why there are several servers in mirrorlist. You could uncomment a few servers.

Like it said @ZaQ, if you have differents mirrors in your mirrorlist, pacman should choice a different one if any failed.
