Since I've updated to kde 4.4 i can't set my display power manager properly.No matter what are the settings in KCenter->Advanced->Power Management and which profile I use the screen always turns off after 10 minutes idle.Any suggestions how to fix this issue?

I have the same problem, hope somebody knows because it is quite annoying. On a side note, the only thing that seems to stop it is having a movie running in full screen.

You can give this a shot:
Go to System Settings->Advanced->Service Manager.
Untick PowerDevil. (Maybe logout and login for the changes to take effect.)
I wonder how it would be like to use the rest 99% of my brain..:P

I've tried that, no change. I was able to disable this feature in kde 4.3. Ohwell, for web video i can just log into E17 when i don't want to be sitting at the desk, no screen blanking there.

You can check out the screensaver for blank screens.. (change screensaver and then disable it)..It used to happen with me as well, infact in between movies the screen used to go blank, later I followed the above mentioned steps and changed the screensaver blank colour and then disabled it(it was disabled earlier but still to check I changed the colour) and now it doe not bother me anymore!
