This has probably been an occuring problem but did not find a solution for it. During boot, it'll get to:

And then freeze. None of the keyboard keys will work and have to force the system off.
This will also happen on the fallback boot of Arch Linux. It'll boot also occasionally just fine like nothing has happened. I appreciate the help ahead of time.

yep, same thing here. Just starting out on setup. Not the same issue though I 'thought' a couple of things.
1) my logitech usb mouse stick had to be removed to install ARCH
2) adding dbus and hal to rc.conf was the beginning of this boot problem with UDev uevents freezing
jsut about to boot my puppy stick and remove the dbus and hal from rc.conf
then the keyboard won't work of course.... hehehe

i have an hp 1010 (11,6'') and i had the same problem as you, i think it's just a random problem (it fixed by itself, on my computer)
anyway, give a look at this thread http://bbs.archlinux.org/viewtopic.php?id=62518 and try setting udev like he did, for me it stopped definitively giving this problem

there's no part i just checked how he did change udev lines, and tried by myself anyway, if it can be more helpful, i noticed that problem happens only when i started laptop without ac cable plugged in, and then upgraded battery-regardineg modules
maybe that will help fix too

for me and my basic ability I found it to be that dbus and hal in rc.conf being put there caused the hang.
I did apic=off in grub and it works
better ideas needed I think though at least I can boot and not hard turn-off on machine.

installing this acpi stuff got me not having to change grub line. And still seeing if it works completely enough. though also have brightness on screen which is good.

same here, i added rootdelay=5 to kernel booting proccess in grub.

I use an HP mini 110 1020 with arch. When installing from live usbstick I must add the noacpi or acpi=off to the grub kernel line. but on later boots works just fine (with ac power cord plugged)
Never had issues like this one on battery, but 've installed acpid from the very first moment (following wiki advices on laptops)
I think this is already solved so you should update the tittle.
