[Gnome] Shutdown applet and logout applet inconsistent behaviour?

I don't know when or why but sometimes

the dialogs of the  shutdown applet and the logout applet

look completely different

When I first log-in into X/Gnome the shutdown dialog of the shutdown applet looks like

but then after a while it turns out to be like

I dunno if it's because logged out of X and logged-in before. Anyway shouldn't the dialog look the same all the time?

The same thing happens to the logout dialog of the logout applet

Anyone with some insight why this happens?
