I've enabled all the options I thought needed, but it doesn't seem to be working.  I still get insanely horrible tearing, running both Compiz (with the option Sync to VBlank enabled) and Metacity in GNOME.  Any suggestions?

Re: really bad tearing, no VSync

and for the record, using the same drivers in Ubuntu 10.04 Beta 1, I have absolutely no tearing and VSync works fine.

I'm not sure why, though, because there is no Xorg.conf to speak of in Lucid.

Try running X without an xorg.conf in Arch as well. This is assuming you're running HAL.
