libpng12 problem

Hello I have Archlinux 84_64
when I try to make the libpng12 package (downloaded form aur )
i get the error

line 29: aclocal: command not found

so what should I do in order to have the alclocal command?

i mean to install base-devel before making any package

is the first step from that wiki
