Maintainer isn't maintaining, want to adopt

How do you know it isn't being maintained anyhow?  Your comment was posted today.  If the maintainer isn't aware that people use it, there may be very little need to update it.

perl-net-twitter has been marked out of date for some time now.

And by the looks of it, he doesn't keep any of his other packages up to date.
