I just installed arch on an eee pc 1005ha. I got the ethernet working, BUT my college's network requires authentication from a browser. Could I boot up an ubuntu live cd and then chroot into my arch install and update the system and install x and xfce that way? Would this work? what would the procedure for the chroot be?

I guess it would work. You would have to exit the chroot and reboot to test out X obviously.
When I need to chroot into my arch install, for whatever reason, I always use the instructions on the Kernel Panic wiki page.
Another idea would be to use a text based browser to authenticate to the proxy. I think the arch install iso includes one of links, lynx, etc.
Or use wget as a transfer agent in pacman.conf. wget may be able to authenticate to a proxy. Not sure though.

Most uni systems are browser-based authentication which would totally kill any wget-type. lynx/links is a good idea though. Not sure about the chroot, sorry.

Yep, a simple "chroot /wherever/arch/is/mounted/" will do it. After you log in or whatever in the browser, go to town with pacman. Just make sure that the ubuntu live CD is 64-bit if your arch installation is.

I don't have links or lynx installed already, I could try to move the packages onto the system with a usb drive, but I would rather update the whole system normally, I don't want to mess things up by installing random packages which may or may not match the library versions on my fresh but outdated install. My school's CIT dep. said they could disable authentification temporarily (like a week...lol) until I got a GUI installed. I might try chroot though, seems like it would be faster than waiting on CIT to change my network connection would be. If I mess things up I can always reinstall. I'll let you know if this works....
