DE or WM + widgets for a computer illiterate user?

My father wants to get on the web, but keeps breaking the XFCE desktop that I put on his old PC for him.

Apparently it's not locked down enough to keep him from moving things around, losing his launcher menu, and doing other things that distress him greatly.

Is there a good, simple, off-the-shelf, WM or DE that I can set up for him? 

Ideally, I'd just spring for an iPad and let him go nuts.

Mostly all he wants to do is browse the web.

If he is truly computer illiterate, and all he wants to do is browse the web, then doesn't need a DE, and barely needs a WM. DWM or something that auto-starts Firefox. IceWM or JWM if he needs the extra junk.
