I have discovered that I was unable to startxfce4 as a user because I did not install a login manager yet. Would you reccomend xorg-xdm or sLim? Why?

None of the above. Use xinitrc + startx (add "startxfce4" to ~/.xinitrc). No need for a "why" here. Unless you're an eyecandy freak you do not need any type of login manager.

Does root have an ~/.xinitrc?

Please do not run a window manager as root. But to answer your question, root can have xinitrc too, yes. It's not there if you didn't create it manually...so just create it with any text editor you want.

I use slim because it looks purty and I like one of the backgrounds. When starting openbox, it maintains the background image unless you set a new one.

Yes it will, just add "exec startxfce4" (without quotes) to .xinitrc, then run startx or xinit.
