guidelines to establish an official repository

I'm trying to ask my university to host an Arch repository. Now they are
considering it. They asked me about a list of rsync mirrors. But I have no
idea about mirror management. Could anyone give  me some info about that?

Probably some general guidelines to become an official mirror would
be even more helpful if they agree to mirror this distro.

I found this wiki page but have no idea if this is official and/or correct:
