Alright, im not sure if my theory is correct but Im runing Gnome 2.10 and I am positive I have the bzip2 package installed.
When I download a theme to install: EG. GTK2-Milk-2.0.tar.bz2 and go to the Themes Section and click "Install Theme" I browse for the .bz2 file and click install and I am presented with the message:
Can not install theme.
The bzip2 utility is not installed.
I think it is a problem with the bzip2 decompressor (im using File-Roller to do my decompressing). When you extract a bz2 file it puts it into a another folder and the folder you want is in the folder. Example: I extract the Milk 2.0 theme and it places a folder called GTK2-Milk-2.0.tar.bz2_FILES inside that folder is Milk 2.0. I believe the reason gnome install is acting up is because it is not handeling the GTK2-Milk-2.0.tar.bz2_FILES folder. There are no images within the GTK2-Milk-2.0.tar.bz2_FILES, there are however images and whatnot in the Milk2.0 folder.
I dont think gnome theme install is supporting the GTK2-Milk-2.0.tar.bz2_FILES. Whether this was done a purpose or not, it breaks the gnome theme installer.

move the folder within GTK2-Milk-2.0.tar.bz2_FILES to ~/.themes

Yes, that is a temporary solution, not a fix however. If this one done a purpose, perhaps an update to the gnome theme installer?
