Booting Fresh Arch X86-64 Installation, UTF-8 Intermittent Freezing

I realize that this may have been forum posted before, but just to clarify.

I have a fresh installation, mainly default config, just run through the config wiki

everything is working fine but I have intermittent UTF-8 freezing on boot time. Is this a kernel bug and or locale KM bug / font bug?

Am I ok using my current settings or is there another locale setting I should be using to fix this?

If it is a known bug, when is this likely going to be patched?

maybe you should chroot from livecd, and run localen-gen
this could fix utf8 error

or you have wrong lines selected in /etc/locale.gen
it should be like these for british-english, little misspelling destroys locale
en_GB.UTF-8 UTF-8 
en_GB ISO-8859-1
