Sounds more like a problem with your windowmanager than chromium itself.
I just verified that the problem is also present in -1 . The strange thing is that it happens only with this dialog box.
Maybe it's a problem with fvwm.

For now, just don't allow ResizeHintOverride on chromium-browser windows.
