What does
ls -l /home/abe/.ICEauthority
tell you?

I think I know what you are getting at, root has ownership over the file. How can I make so that the user abe can use it aswell. Change the permissions with chmod?

chown abe /home/abe/.ICEauthority
That should do it.

But what if root needs it later? Shouldn't I just edit the permision so that both groups can use it?

root won't need it. You may have accidently changed the permissions running a gui with sudo rather than gksudo.
