Shutdown from LXDE

I followed the wiki to enable shutdown on LXDE, but it is not working.
I endabled HAL and DBUS. This makes the options appear, but when I press the buttons I get back the desktop.
The wiki says to edit /etc/PolicyKit/PolicyKit.conf, but I can't see the file. How can I fix the problem?

exec ck-launch-session startlxde
