You just add this value to every outgoing link. Search-Engines will ignore those links. So there is no reason for spammers to spam aymore ;-)

It would likely involve modifying the phpbb codebase. I do not know offhand how many different function calls actually deal with links.
As for it dissuading spammers, if the spammers do not know it has been added, would it indeed dissuade them? I doubt they would know inherently that nofollow is being used. I can see how it would not help them, but if they don't know, then would it effect them?

I think that is for spambots that add their own links to the wiki or something, to increase the Google rank of those urls. As long as Arch isn't bothered by those it isn't really needed, but having it won't hurt.

No, it doesn't bother them, but if a certain wiki implementation adds nofollow to all urls then it isn't interesting for certain people to make a spambot which abuses those wiki to add unrelevant urls to it. Google's ranking works by countingthe number of cross references, so that's why spamming urls on wiki pages is done by certain idiots.

At least this is how I understand it.
