I'm using kde 4.4.95 and kernel 2.6.34 and it works quite well here (with quite a lot kwin effect enabled).
But after I tried 2.6.35, actually it works but all effect will be suffered with blinking...
I tried mesa from git but no help (even worse), I checked libdrm and found there isn't relative update from 2.4.21.

What do you mean by blinking? I am using 2.6.32-lts with KMS enabled and the xf86-video-ati-git driver installed and I occasionally get a second where the monitor turns black and goes back to normal again. However, when I tried 2.6.34 with KMS disabled, I would get very rapid flashes on the screen (I couldn't enable KMS on 2.6.34 because of issues with my monitor not receiving the signal).
Can you elaborate more on what the problem is?

Same here, kde 4.5 + kernel 2.6.35 with kms enabled and windows are flickering. If i disable kms flickering stops. With kernel 2.6.34 no flickering with or without kms.
ps. from what i remember kde 4.4+kernel 2.6.35-rc5 didnt produce flickering.

I think that is cause by vertical synchronize.
glxgear's fps will approximately the same as the monitor refresh rate.
But I don't know how to disable it though...

It's probably related to radeon dynpm feature (it's causing some problems):

it solves only a part of the problem.

samilier problem here, the glxgears fps become 59 now, witch is 1700+ with 2.6.34.
i am using gnome + compiz, the blink problem also happened here, but not very common.

I have an Ati Radeon HD 3200 and have the same problems mentioned earlier.
I noted an error that might me causing this:
cat /var/log/everything.log | grep mesa
Aug 11 18:13:48 zapp kernel: You have old & broken userspace please consider updating mesa
Maybe mesa needs to be compiled against kernel 2.6.35, I'll try that later.

Ok, same issue with me, although I'm still using 2.6.34. This may be a separate issue.
However, I put export vblank_mode=1 into /etc/profile, and I noticed when running glxgears, this showed up:
ATTENTION: default value of option vblank_mode overridden by environment.
ATTENTION: option value of option vblank_mode ignored.
Running synchronized to the vertical refresh. The framerate should be
approximately the same as the monitor refresh rate.

After I update to kernel 2.6.35.1 and mesa-git and xf86-video-ati-git, everything works like a charm.

Rebuilding the dri toolchain with -git versions as above resolved the problem for me. Oddly, I did not get the problem initially after installing kernel 2.6.35.1. Maybe another recent update has exposed the problem. Someone should push these updates to stable when 2.6.35.1 goes in.

I had a smiliar problem with my ati 9250se (old old old). It seems that with 2.6.35 vsync is always on (see glxgears...), but I also had vsync ON forced in xbmc: everything was flickering. Once i disabled vsync on xbmc, everything is back to normal AND vsync is on.
If possible, try to disable vsync and see if it helps you.

hi same here i have a ati radeon xpress x1100 and flickering hapens when use effects so anyone have a soltion ? with 2.6.34 i have flickering too so maybe is not kernel i dont know
on kde 4.4.5 this dont happen so maybe a kde 4.5 bug?

cookiecaper - this is not an Arch bug. If rebuilding the userspace packages from git fixes the problem, that indicates that the issue has been fixed upstream. Arch is not going to provide *-git packages, so anyone who doesn't want to build their own just has to wait for the next upstream releases.

Some packages I have installed currently don't have real version numbers, just revision numbers or build dates. See mplayer or ffmpeg (off the top of my head). I guess they're probably exceptions since they almost never issue releases and just tell everyone to use SVN, though.
